Charge: (2002/03) Review the cost allocation formula for current members. Includes fees charged to DPL, WSU, and DMC, along with the advisability of continuing the practice of across-the-board annual fee increases. Assess the cost benefits for all DALNET members. Evaluate whether or not "volumes" remains an appropriate basis for allocating costs.

(2005/06) Review the current cost allocation fee structure, including the membership fee. Evaluate the relevance of the formula for a merged database environment. Review alternatives for establishing an equitable fee structure.
