In this proposal the College Brain Trust (CBT), a consulting subsidiary of McCallum Group Inc., describes the consulting services CBT will undertake to help Oakland Community College (OCC) strengthen its operations and organizational, academic, and financial structures to promote and support student success. The proposal identifies the tasks
and outcomes of the project and includes both recommendations for action as well as assistance with implementation and evaluation of those recommendations.

Operating under the guidance of George Boggs, the CBT team members who were on site for these tasks were Mike Brandy, Rocky Young, and Bob Jensen. The team prepared for this visit by analyzing district policies, Board of Trustees agenda items, internal budget documents and comparative budget models at other multi-college/multi-campus community college districts. Extensive meetings were held on site for the three days the CBT team was at OCC. Detailed analysis is contained in the body of this report.

The goals of Phase II of CBT’s work to support OCC’s data capacity focused on the development of a clear plan of action for enhancing the College’s culture of evidence. This work builds on the recommendations from CBT reports on Data Capacity and Culture of Evidence and Benchmarking and Key Performance Indicators (dated December 2012). Significant progress has been made toward the implementation of the recommendations in those reports. Dr. Diane Troyer and Dr. Eleanor Brown, worked directly with Nancy Showers, the OCC Executive Director for Institutional Research, Quality and Planning (IRQ&P) to develop and implement strategic actions to support the effective application of evidence in the college’s goal-setting, integrated planning, decision-making, and accountability.
